The Kerala KFON Scheme mainly serves as an infrastructure provider, boasting 375 Point-of-Presence (POPs) scattered across a 30,000 km long optical fiber cable network throughout the state. Both cable operators and other service providers can use this network. Government offices will get their cable work done by KFON, but individuals will need to rely on private regional internet service providers. Kerala Vision Broadband, a project by cable TV providers, offers internet services in different areas. Private service providers can also benefit from KFON’s infrastructure by using its cable network. Objective Of KFON Scheme


The primary goal of the Kerala Fiber Optical Network Scheme 2024 is to offer high-speed internet connections to both homes and government offices. The CPI (M) government in Kerala is promoting Kerala KFON as part of its alternative Left-wing development model. They’re using KFON to show their support for the public sector in the telecom industry, which is mostly controlled by private businesses. The government claims that current private telecom companies have limited infrastructure in rural areas, and their wireless connectivity offers only minimal capacity. Private companies are not interested in enhancing broadband infrastructure in rural areas because there’s little profit potential.

Kerala KFON Scheme 2024 Coverage


In the initial phase of KFON, the government aims to link 14,000 Below Poverty Line (BPL) families and 30,000 government offices across the state. As of June 5, connectivity had been established for 17,412 government buildings and 2,105 homes, with a cable network installed to connect 9,000 more homes. KFON pledges internet speeds ranging from 10 Mbps to 10 Gbps. Additionally, it is expected to enhance the quality of mobile phone calls. Once connected to mobile towers in Kerala, KFON will accelerate the transition to 4G and 5G networks.

Stakeholders of Scheme

The Kerala State Electricity Board (KSEB) and Kerala State IT Infrastructure Limited are collaborating on the Rs 1,611 crore KFON project. Although announced in 2017, work didn’t commence until 2019, with a planned completion date of 2021. Implementation of the project is managed by a consortium led by the Central PSU Bharat Electronics Limited, with Price Waterhouse Coopers serving as consultants. While KSEBL will own the infrastructure assets, Kerala State IT Infrastructure Ltd (KSITIL) will oversee project operations and maintenance. Bharat Electronics (BEL) serves as the system integrator for the KFON project.


BEL has taken on the responsibilities of laying the optical fiber cable network, setting up network points of presence, and providing connectivity to government institutions. They will also be responsible for operating and maintaining the project for seven years. Funding for the project was provided entirely by the Kerala Infrastructure Investment Fund Board (KIIFB), a state government organization dedicated to financing infrastructure projects.

With the Infrastructure Provider license, KFON was able to acquire dark fiber optic lines, towers, duct space, networks, and other essential infrastructure to construct an optic fiber network.
